Creating a Rich Text (HTML) Signature for Outlook Express Emails

Click on New mail
Write your signature and Format according to your choice.
Now Save this mail on any location as HTML
Go To Tools > Options > Signature
New Signature > File (as shown in image)
Now in mail your signature will be shown.
(Dont't delete the HTML signature file, if deleted then signature will not embedd in Mail)
Short cut for adding signature manually is
Control + Shift + S
